About TenneT:
Europe's energy transition is among the greatest challenges of our time. Its goal: To make Europe the first climate-neutral continent by 2050 at the latest. The Netherlands and Germany have therefore set themselves ambitious goals to expand offshore wind energy: as early as 2030, Germany and the Netherlands want to reach a capacity of 30 and 22.2 Gigawatts, respectively. Department TOS (Telecom, OSS & Security):
TOS (part of Grid Field Operations Netherlands (GFO-N)) is responsible for the national telecom network, both onshore and offshore. Due to its specialized scope, many functions and activities fall under my team's remit. These include telecom specialists centrally located at the Telecom NOC and decentralized telecom specialists at the station locations. My team also has its own service desk, contract and stakeholder management, and administrative functions. Furthermore, due to the unique nature of the Giganet telecom project, the project organization for this project has also been incorporated into my team.

Role:
As an OT security subject matter expert, you will be part of the Integrated Security team of the unit Grid Field Operations Netherlands. This team consists of two Information Security Officers, two Subject Matter Experts for the physical security perspective and (including yourself) two Subject Matter Experts for the operational technology (OT) security perspective. The Grid Field Operations Netherlands unit covers the maintenance of the Dutch onshore high voltage substations, as well as brown field building projects. The main security objective is to assure the continuity of the energy supply.

Your activities will be:
• Taking inventory of the current Telecom central resources;
• Setting up a yard-stick based on IEC 62443 for the components in the current OT Wide Area Network and digital substations, to be used in running and future OT security assessments;
• Assessing the current OT Wide Area Network and digital substations against this yard-stick;
• Define vulnerability and penetration tests to be executed by external parties;
• Periodic analysis of OT security incidents for patterns and other points of interest.

As part of the team you will also contribute to:
• Defining and updating security risks within the OT perspective in our risk management tool;
• The gap analysis related to new legislation;
• Bringing the newly introduced Information Security Management System up to speed;
• Awareness initiatives, supporting content from the OT perspective.

Your profile and background:
• You have a bachelors degree in a relevant study (Industrial automation, IT and/or security related);
• You have prior experience setting up security controls and running assessments in an industrial context;
• You have prior network security experience;
• You demonstrate organizational sensitivity as part of your work;
• You are a team player, communicative and self-starting;
• Experience in the energy sector is an advantage;
• Experience with IEC 62443is an advantage.

IMPORTANT: An AIVD-B screening is required for this role, please consider this if you or your partner have been living for less than 8 years within the EU zone.

Good to know:
• Department is TOS (Telecom, OSS & Security), TenneT is looking for a Security Specialist for the Security team. 5 colleagues are working within the team: 3 internal and 2 external;
• The security team will make sure that the GFN complies with security guidelines, documented in ISO 27001. TenneT ambition: to get ISO 27001 certified in 2026. ISO 27001 consits of 93 indicators. The team will monit the status of the indicators and what are the steps to achieve the requested level. Within ISO 27001 there are several domains with an own specialization: physical security, organizational security, physical security, and IT/OT security. For this requisition TenneT is looking for a candidate with the focus on IT/OT security;
• The securty specialist has the focus on OT related checks; must be someone who can perform assessments (e.g., field work, connecting equipment; how easy/difficult is it to log in to the OT equipment and how secure is it). Also think of an inventory of current telecom resources and an inventory in the field: what does TenneT currently have in the field?
• TenneT is looking for a candidate with a background in the OT domain, preferable with experience with security controls and assessments in an industrial context.

Conditions:
• At entry, TenneT performs a Pre-Employment Screening;
• IMPORTANT: An AIVD screening is obligated! The candidate can possible start with limited access during the AIVD process;
• Duty station for this position is Arnhem (two days a week). On a weekly base the candidate has to visit 2 or 3 (average) site locations in the Netherlands. On average it will be 500km a week. Please calculate this in the all-in rate. If the candidate drives a bit more, then it has to be included. If the candidate drives less, then it is a win for the candidate. Other days hybrid;
• Temporary position due to the leave of an internal employee;
• Based on the internal developments, the assignment can be extended;
• A freelancer is not an option for this position;
• A candidate who is looking for a direct contract in the future (in Dutch: detavast) is preferable;
• Interviews will take place after 05-01-2026. Candidates will be reviewed by the hiring manager during the coming two weeks;

Additional information:
• Suppliers must be aware of the laws and regulations regarding employment conditions and Tennet’s Collective Labour Agreement. This assignment is placed in scale 8;

Screening:
• Pre-employment screening: If the candidate is selected to start, a pre-employment screening will be executed. We will send you the required documents to be filled in and returned as soon as possible. Your candidate is only allowed to start after the pre-employment screening has been completed successfully. The VOG Application is part of the screening. The VOG must be received before the candidate could start;
• All submitted candidates must be in possession of a valid Passport or ID card, which must be taken along to the interview and at the start of the assignment.
