Program Lead

Introduction:
The energy transition requires digital innovation and a robust application landscape for the high-voltage grid. The Assets department of the Digital & Technology Transformation (DTT) Organization supports the digital & data transformation of the Business value streams to deliver target grid to provide the Netherlands with the energy of the future.

Your role:
As a Program Manager in the Assets department of the DTT Organization, you will deliver large scale initiatives which support design, build, and optimize IT landscape that empower our business teams to deliver large-scale, capital-intensive projects, maintain and improve the existing Onshore grid. You work with stakeholders on the digital and data roadmap for the target grid and ensure a stable, secure, and up-to-date application landscape.

Program context:
TenneT is entering a period of unprecedented growth as the energy transition accelerates, and the electricity grid expands. To meet rising regulatory and societal expectations, we must elevate how we manage asset and project information across the full lifecycle.

Our projects now generate far more than documents; they produce large volumes of data, models, correspondence, and digital artefacts that are essential for safe operations, compliant delivery, and strategic decision‑making. To keep pace, TenneT is building a unified, standards‑driven approach to information management across engineering, construction, and operations.

At the core of this transformation is our integrated BIM (Building Information Modelling) & TED (TenneT Ecosystem of Data) ecosystem. BIM embeds consistent data and modelling standards into daily processes, ensuring asset information remains reliable and decision‑ready from design through operation. TED, our cloud‑based digital environment, enables teams and partners to store, manage, and exchange project information seamlessly, providing a single source of truth and reducing errors throughout the project lifecycle. Built on best‑of‑breed SaaS solutions, the BIM & TED ecosystem underpins TenneT’s long‑term digital strategy and is a foundational pillar for TenneT’s IT/OT capability and to deliver Europe’s future energy system.

Key responsibilities:
• Lead and orchestrate a multiyear, cross-business program with clear strategic outcomes, ensuring alignment with organizational goals and executive priorities.
• Navigate complex stakeholder landscapes, balancing diverse interests, resolving conflicts, and maintaining momentum in politically sensitive environments.
• Drive cross-functional collaboration, ensuring seamless cooperation between business units, technology teams, and external partners.
• Translate strategic objectives into actionable roadmaps, with clear milestones, deliverables, and success criteria.
• Establish and maintain governance structures, including steering committees, decision frameworks, and reporting protocols.
• Manage program risks and dependencies proactively, anticipating issues, implementing mitigation strategies, and ensuring continuity.
• Communicate effectively at all levels, from executive leadership to operational teams, providing transparent reporting and facilitating informed decision-making.
• Ensure disciplined financial oversight, including budgeting, forecasting, and benefit realization tracking across business domains.
• Champion organizational change, ensuring adoption of new processes, systems, and behaviors across impacted areas.
• Foster a culture of accountability and excellence, guiding teams in delivering commitments with quality, speed, and stakeholder satisfaction.
• Represent the program externally when needed, maintaining strong partnerships and alignment with third party parties, regulators, or strategic vendors.
• Continuously identify opportunities for improvement, driving program optimization, innovation, and operational efficiency.

Profile
Your profile - Experience and background:
• 10+ years of program and/or portfolio management experience, leading large-scale, multi‑year initiatives across multiple business units.
• Proven track record in highly complex, politically sensitive environments, with demonstrated ability to influence without authority.
• Experience managing cross organizational governance structures, steering committees, and executive stakeholder engagement.
• Strong background in change management, including organizational readiness, stakeholder adoption, and behavioral change.
• Solid financial management skills, including budgeting, forecasting, and managing program-level P&L or multiteam funding structures. • Background in working with external partners, such as strategic vendors, regulators, or third-party organizations.
• Familiarity with both business and technology environments, ideally bridging strategy, operations, and IT.
• Professional certifications (e.g., MSP, PgMP, PMP, SAFe, or similar) are a strong advantage.
• Experience in environments undergoing transformation, such as digitalization, modernization, regulatory change, or organizational restructuring.
• Excellent communication, facilitation, and negotiation skills, with the ability to operate effectively at Csuite level.
• Ability to speak Dutch is a strong advantage.

Other:
• VOG (certificate of conduct) must be received before a candidate can start;
• A Pre Employment Screening (PES) is carried out as standard upon commencement of employment;
• Strong preference for 40h p/wk possibly open for 32h p/wk;
• Location: Arnhem, MCE. It is expected that the candidate can be present at the office at least 3 times a week.

Additional information:
• Suppliers of candidates must be aware of the applicable laws and regulations in the field of employment conditions and the (TenneT) collective labor agreement. This commitment falls within scale 18 of the TenneT collective labor agreement;
• We would like to receive the personal motivation and CV in Dutch or English.

Screening:
• Pre-employment screening: If the candidate is allowed to start at the client, a pre-employment screening will take place. We will then send you the necessary documents. Your candidate may only start after completing the pre-employment screening. The VOG application is part of the screening from Magnit, the VOG must be received before the candidate can start;
• The candidate has proof of identity (a passport or identity card), which is valid at intake and on the start date of the candidate's contract and can be submitted for verification.
