About BTO Asset Chain
BTO stands for Business Technology Organisation. The BTO Asset Chain department is responsible for planning and delivering digital solutions that enable the Asset Chain of TenneT to plan, build, maintain and operate the electricity grid.
BTO Asset Chain operates at the intersection of business and IT, ensuring that digital initiatives support asset‑related processes, strategy and performance.
The role
For the BTO Asset Chain, we are looking for an experienced Portfolio Manager who will temporarily take responsibility for steering the integrated Business–IT change portfolio.
Main tasks and responsibilities:
• Own and steer the end‑to‑end Business–IT portfolio (programs, epics, features and projects)
• Develop and maintain a holistic portfolio vision, aligned with Asset Chain strategy and value stream objectives
• Prioritise initiatives based on quantified value, effort, risk and capacity
• Improve fact‑based, quantified value estimation by continuously analysing initiatives, tracking benefits and performing financial forecasting
• Enable dynamic portfolio management, including splitting initiatives and stopping or handing over work based on realized value
• Manage dependencies across Business, IT, Data and external partners
• Support translation of strategic themes into OKRs and provide clear portfolio reporting and insights
What do we expect from you?
• Proven experience in Business–IT portfolio management in a complex environment.
• 8 years of relevant experience in the working field of business technology & data, preferably in business analysis or portfolio management
• Strong in value steering, stakeholder management and decision support
• Able to translate strategy into actionable portfolios and roadmaps
• Comfortable operating in a temporary, high‑impact role
Key skills & competencies
• Strong knowledge of portfolio management and IT‑governance
• Financial acumen: fact‑based value estimation, benefit tracking and financial decision‑making
• Deep understanding of business and IT domains, processes, services and system landscapes
• Excellent communication and advisory skills, including senior stakeholder alignment
• Proven ability in strengthening engagement and motivating teams
• Experience with Agile and release management in complex, multi‑vendor environments (SAFe, Scrum)
• Able to balance stakeholder interests across business and IT
• Fluent in professional English
Additional information:
• Speaking Dutch (B1-level) is requirerd for this role
• Hybrid working is possible but preferable at least 3 day in the office in Arnhem;
• We would like to receive the personal motivation and CV in Dutch or English.
• At entry, TenneT performs a Pre-Employment Screening - VOG and UVO screening are mandatory;
• Scale 9 (collective labour agreement TenneT TSO).

PLEASE NOTE: We no longer work with a ZZP Indirect construction within TenneT. This will be a fee-only construction where €1,45 of the margin is retained from the supplier. After 1 year worked, the supplier will definitely be left out of the chain. So take this into account. There is maxium margin cap, more can be obtain via the consultant handeling this assignment.
Screening:
• Pre-employment screening: If the candidate is selected to start, a pre-employment screening will be executed. The VOG Application is part of the screening. The VOG and UVO must be received before the candidate could start;
