The Netherlands and Germany have therefore set themselves ambitious goals to expand offshore wind energy: as early as 2030, Germany and the Netherlands want to reach a capacity of 30 and 22.2 Gigawatts, respectively. Energy from offshore wind farms in the European powerhouse North Sea will play in this a crucial role. TenneT guarantees that this energy will reach the mainland - and in the most environmentally friendly way possible. That is why we have developed the 2GW program with a unique transnational approach. And thus increase the pace and efficiency of the energy transition.
Unit offshore:
Offshore is responsible for the development, construction, and management of the offshore electricity grid. With the North Sea as the green engine of the energy transition, Offshore plays a clear and vital role within TenneT’s organisational structure. The Offshore division manages the entire lifecycle of all TenneT offshore installations, from development and realisation to maintenance and handover to the Operate division. A crucial task is the construction of 2 GW offshore ‘sockets’, which collect and transport generated wind energy to the mainland.

Tasks
The Offshore Installation Manager oversees operations on the Dutch offshore assets, including the health, safety and welfare of all crew, as well as environmental aspects. Next to that, the OIM ensures that operations are performed in line with applicable rules and regulations. In case of an emergency during operations on a platform, the OIM is the emergency response leader, taking measures to ensure the safety of personnel and installation.
Tasks and responsibilities include:
• Preparing and managing safe maintenance operations on the cable systems and platforms by TenneT personnel, subcontractors, Wind Park Operators and Third Parties;
• Coordinating operations between offshore and on shore assets;
• Ensuring compliance to legislations and SHE-rules for internal and external personnel;
• In charge of the Permit To Access and Permit To Work system, providing a safe place to work, including electrical and mechanical lock outs and tag outs;
• Able to carry out work according to the nomination NPcWA (Werkverantwoordelijke);
• First line response (storingswachtdienst);
• On-site Emergency Leader in case of emergencies, ensuring safety of the personnel and assets, establishing and maintaining clear communication lines with the Crisis Manager;
• Natural ability to share knowledge and experience to improve the operational readiness of upcoming assets;
• Based on suitability, being a member of the grid connection system (GCS) management steering team for the custodianship of the GCS for budget & quality.
Candidate profile:
• Established and accepted safety leader, able to lead multi-cultural (subcontractor) teams in both the onshore and offshore domain during normal operations and in emergency situations;
• Calm and collected, balanced interpersonal communication skills;
• Proficient in planning, organizing, coordinating, controlling and reporting maintenance and repair work across a range of disciplines;
• Relevant experience with switching operations in high voltage installations, in line with the Offshore Electrical Safety standard, which is based on NEN ISO 3140 and NEN ISO 3840;
• Solid technical affinity, background and experience with electrical (LV, HV, GIS) and mechanical systems (HVA/C, Foam and Gas Fire Fighting and other aux systems) and offshore installations;
• Language skills in both Dutch and English, verbal and in writing, at Level B2 (confident) or higher;
• Skilled and experienced in offshore operations, including ship access and helicopter access, lifting operations and cargo handling on and near the platform;
• Relevant knowledge and experience in occupational safety and environmental protection;
• Knowledge of offshore regulatory conditions and legislation.
Proven safety leadership capabilities are essential. An offshore medical examination and a number of required trainings (GWO, MOME) must be performed with a positive outcome on a regular basis.
This role will require extensive travel, both on land and offshore, and will require onshore office work as well as offshore deployment ranging from single day deployments up to bi-weekly rotations during extended periods of time. For the years 2022 onwards, we expect structural offshore working scheme, based on 7- or 14-days rotation scheme depending on type of transport to the platforms.
Important:
• Candidate has to work offshore in a rotation schema (7 or 14 days). Good to know that the candidate has to sleep onshore (TenneT will arrange accomodation) or on a nearby vessel. A standard workday is 12 hours per day;
• Candidate will work in the Operations & Maintenance department (60 fte; 15 engineers, technical supervisors, HSE, cable team, etc.), whereby the OIM (Offshore Installation Manager) will work in a small team (6 fte; planning and OIM);
• Candidate will work for 7 different operational offshore assets (5 substations in the area of IJmuiden and 2 in the area of Vlissingen). The platforms are similar in terms of construction lay-out;
• The OIM will work for the operation to facilitate that the workers will get on the platform. OIM will be responsible for the platform (incl. safety). The technical supervisors are responsible for the technical work;
• A candidate who only speaks English is an option, but the candidate has to live in the Netherlands!
Conditions:
• At entry, TenneT performs a Pre-Employment Screening;
• Certificate of Conduct is obligated before the candidate can start;
• Duty station: offshore. Candidate has to work in a 7- or 14 days rotation scheme. Harbour of departure is Vlissingen or Ijmuiden. Please know TenneT makes use of an all-in rate;
• Temporary position due to sick leave;
• Candidate has to live in the Netherlands!
PLEASE NOTE: We no longer work with a ZZP Indirect construction within TenneT. This will be a fee-only construction (after 12 monthts, the fee only contract will end) where € 1,45 of the margin is retained from the supplier.
Additional information:
• Suppliers must be aware of the laws and regulations regarding employment conditions and Tennet’s Collective Labour Agreement. This assignment is placed in scale 9;

Screening:
• Pre-employment screening: If the candidate is selected to start, a pre-employment screening will be executed. We will send you the required documents to be filled in and returned as soon as possible. Your candidate is only allowed to start after the pre-employment screening has been completed successfully. The VOG Application is part of the screening. The VOG must be received before the candidate could start;
